Bio
Devendra Rao is a technology delivery and transformation executive with 25+ years leading enterprise delivery, modernization, and P&L-accountable operations in complex healthcare environments. He founded RightVector Consulting after leading a healthcare IT operation through a turnaround for a client, following long tenures leading enterprise technology at a national healthcare organization and at a large health system.
He has worked both sides of the table: as an executive on the buyer side who bought and governed technology, and as the senior partner accountable to a client from the vendor side. He is repeatedly brought in to stabilize delivery organizations that have lost their footing, replace firefighting with governance, and rebuild client trust on a compressed timeline. Outside advisory work, he builds native iOS apps, including RecallForge. Based in Atlanta; works with clients nationwide, across regulated industries.
Selected record
- Raised client satisfaction from 68% to 87% in 90 days and cleared a 1,274-item aged backlog to zero.
- Scaled a national healthcare web-services platform roughly 2,000 times, from 50,000 to 107 million annual transactions, while holding a one-second response SLA at 99% compliance.
- Led an assessment of about 350 applications through to an executive readout that secured buy-in for the first wave of a multi-year investment roadmap.
- Directed technology portfolios of $50M or more a year, and drove $1M in annual run-rate savings by growing platform adoption across autonomous divisions without formal authority over them.
Healthcare is deepest. The method travels.
My record is in healthcare, across large healthcare organizations and a health system. The operating discipline behind it, controlled change, auditable processes, and measured service, applies in any regulated industry, including financial services. I’m candid about where my experience is direct and where it’s adjacent, and where sector expertise should come from your own team or a specialist partner.
I do, and I stay accountable.
I personally lead every RightVector engagement and answer for its outcomes. Your team executes the day-to-day work; I set the standard, run the cadence, and make the hard calls visible. Where an engagement needs specialist delivery capacity, it comes from your own teams or your chosen partners, and I govern it for you. RightVector is a boutique practice: it offers senior executive attention, not the headcount of a systems integrator. How engagements are delivered →
How I work
Evidence before opinion.
Every recommendation rests on root-cause analysis and data, not preference.
The people closest to the work first.
I earn their buy-in before I change anything, because change imposed from the top doesn’t hold after I leave.
Hard truths in week one.
I won’t pad timelines or give you a comfortable answer in month three that I could have given as a hard one in week one.
A word on being independent
RightVector is a new practice. The work behind it isn’t. I spent my career operating with an owner’s accountability, building business cases, owning budgets, negotiating vendor contracts, and answering to CEOs and boards, inside larger organizations. What’s new is that I now do it under my own name. I’m glad to start with a defined, outcome-based engagement where the results speak for themselves.
